An interesting cover from Ukraine

I would like to thanks Anatoliy for sending me this beautiful cover from Ukraine.
What makes this cover interesting is that the stamps were canceled on 12th Sept 2005, which could be the day of first issue... while the envelope bears a postmark of a much later date (12th Feb 2009) that is 41 months later! I am puzzled.
My guessing is that Ukraine Post actually allows the use of pre-canceled stamps or canceled-to-order (CTO) stamps on current mailing. That’s cool if it's true! Here in Singapore, they don't allow it. What about your country?
The lotus stamp is part of the Flower Definitive Series issued from 2001 to 2006. Here is a souvenir sheet depicting all the beautiful stamps in this series.
This cover took 7 days to travelled an estimated distance of 8,318km.
